Texas Senate Bill 11 (2023) fundamentally changed school security staffing across the state. Passed in the aftermath of the 2018 Santa Fe High School shooting — which killed 10 people at a school 30 miles south of Houston — SB 11 requires every Texas school to have either an armed security officer or a trained school marshal on campus during school hours. That mandate created a significant and sustained increase in school security hiring across the Houston metro. HISD alone operates more than 270 campuses and roughly 194,000 students. Cy-Fair ISD, the third-largest district in Texas, adds another 120,000+ students. Katy ISD, Klein ISD, Spring Branch ISD, Humble ISD, and Alief ISD each operate large independent security programs.
It's important to distinguish between two separate tracks. Contracted campus security officers — which this page covers — are deployed through security firms or directly by districts as civilian guards providing access control, visitor management, patrol, and incident response. HISD Police is a separate entity: a fully sworn law enforcement agency with commissioned officers, separate hiring standards, and full police authority. The contracted security track does not lead to becoming an HISD Police officer; those are distinct career paths.
